I hit the west branch, yesterday and a week prior, with only piddling luck. The prior week, I landed a few so-so smallmouth on my usual black boogle bug and yesterday was just plain lousy with tiny (smaller than small) bluegills. A low and clear water but the fish seem as lazy as the dry, August days.

Does the low water stack them into what deeper water is left or do they still spread out?

I have found the larger fish to lurk immediately downstream of a riffle and lazily taking my popper. And it does seem that they tend to be in the deeper water (the pools). Stack? I wish their population was dense enough to stack since I will get one or two to bite in a pool.
