Harbors I'm by are swarmed with baitfish im guessing alewife. Thrown everything under the sun through them and nothing. Anyone seeing them and having luck.

Here is a tip get yourself a sabiki rig and catch those alewives and use them for bait. Biggest Perch i have ever caught using live 2-3 inch live alewives. Good luck

There are a lot of salmon smolts still in the harbors from stocking in the spring. Those might be what you're seeing. If so, leave them alone.

I can confirm from this morning, juvenile perch, juvenile coho, spot tail shiners, and alewives all present and willing to bite a sabiki rig. Depending on you definition of keeper, there were also perch present. Never a good sign when guys are yelling jumbo jumbo and there’s a 10 incher coming over the deck. I got out to the harbor at 6 and the bite was already dying.
